After reviewing previous issues of this nature I have tried the following:
1. logged as an administrator.
2. In Control Panel, Programs and Features, search for and uninstall all programs that have NodeXL in their name. None found
3. Error message is attached from "C:\Program Files (x86)\Social Media Research Foundation\NodeXL Excel Template", file: "Smrf.NodeXL.ExcelTemplate.vsto".
4, Windows cannot find %localappdata%\apps when searched for.

It sounds to me like there is a problem with ClickOnce on your computer. ClickOnce is a Microsoft technology that NodeXL uses to install itself. If ClickOnce gets corrupted somehow, neither NodeXL nor any other ClickOnce program will install on the computer. (ClickOnce programs aren't all that common, which could explain why you haven't seen this error before.)
If you're feeling ambitious, you can try creating a new user account on the computer and installing NodeXL from that account. If that works, it indicates a ClickOnce corruption on your original account. Unfortunately, I don't have a fix for that, although here is a discussion of the topic:
