I was just teaching a NodeXL class in which two Windows 8 users installed NodeXL and one succeeded and the other failed.I just tried version 1.0.1.250 in Excel 2013 under Windows 7 (in a Parallels 8 VM). The install goes through without problems (as it always did on Windows 7). Before I had problems seeing the NodeXL menu, but now the template is working nicely. It just looks a bit strangely formatted, but that's not a big problem.
The original question was about Office 2013 under Windows 7, which is completely different than installing NodeXL under Windows 8 (which seems to be a Windows issue and not an Office issue).
Bottom line: NodeXL installs perfectly under Windows 7. If you use Excel 2013 and install NodeXL template version 1.0.1.250 you shouldn't run into any problems. Only problems might arise in Windows 8.
